Louisiana currently has a program named 'Family Independence Temporary Assistance Program' (FITAP), which makes cash payments to qualified people. These payments are made via debit card, which allows the recipients to cover necessary expenses. Apparently the word necessary has been getting strrrrretched a bit. Now, the legislature is considering a bill to limit the ways the free money may be used.

As KATC TV3 reported recently, "Representative Cameron Henry is proposing House Bill 95, which would restrict how people can use their Family Independence Temporary Assistance Program benefits. The bill would prohibit using the FITAP card in liquor stores, gaming establishments and sexually oriented business. HB 95 would also prohibit FITAP cards from being used to withdraw cash from an ATM or retailer."
