The Satanic Temple announced back in January that it would erect a statue to put at the Oklahoma State Capitol building. This announcement was made after there was a Ten Commandments monument erected at the state capitol building. 

The statue isn't actually of Satan, it's a Baphomet. While the statue may look just about complete, it is still not quite done, but looks to be finished in a few months.

As for the reasoning behind putting the statue at the Oklahoma State Capitol building:

"The idea that the Ten Commandments are foundational to U.S. or Oklahoman law is absurd and obscene," Lucien Greaves, a spokesperson from the Satanic Temple, told VICE. "I would argue that the message behind our monument speaks more directly to the formation of U.S. Constitutional values than the Ten Commandments possibly could." Next to the Ten Commandments monument, it would "[affirm that] no one religion enjoys legal preference.”

 

The Baphomet statue will most likely be removed, though. Once the courts have reached a decision in the battle between the state and ACLU that says the Ten Commandments monument is discriminatory to other religions.

"We are fully willing to place our monument at the Capitol, even while the ACLU suit is fought, with the understanding that a judgment against the Ten Commandments will have ramifications for our monument as well, likely resulting in the removal of both," Greaves said.

 

While it may seem the statue is to spark some outrage toward other religious groups, it looks to be more of a freedom of speech act.
