In 1991, David Lynch, director of such classic cult films as Twin Peaks: Fire Walk With Me, Dune, Blue Velvet, Wild at Heart and Lost Highway, made a freaky PSA about litter and the rat problem cause from it in New York City at the time. You can watch it after the jump.
